What's up with mastodon.cloud being down for over a week? And why is instance.business still down?

I have my doubts about #Maastodon and similar products. Although I support the idea of getting hosting out of the hands of the non-geeks, it's also a step back in decentralization. I also can't find anything on their site about who's behind it, the technical details, and where the installation and the media are hosted (which jurisdiction).
