[1] Universal programs are more popular than targeted ones. The 90% will complain about the 10% getting money from their taxes. If everyone gets the money, that complaint is diminished. And since taxes don't go away, this extra income for rich folks simply flows back as part of the taxes they already pay.
[2] You can replace some things with #UBI, but not everything. Even if you get $1000 per week, that's not going to cover a major health emergency.
You rob a bank because that's where the money is. You progressively tax rich people and rich companies more for the same reason. Consider the People's Capitalism system #ScienceFiction stories by #MackReynolds. Companies over a certain size were forced to pay their taxes in the form of shares up to a certain limit. The background is different¹, but this is similar to the notion #MackReynolds uses in the Corporate Wars stories involving Joe Mauser, where corporations decided their disputes by battles, with the tech capped around 1880 levels. Mercenary armies clashing in 3D in people's living rooms, with real people being heroes or being killed, worked great as part of the System's #BreadAndCircuses approach to the populace. Free drugs also helped keep them in line.
