How should characters work? If we use skeletal animation, we could have a standard skeleton with pre-made animations. In that case the models themselves could be #lowpoly, or they could be #voxel models like in #CloudPunk.
Another option would be to use #MagicaVoxel's per-frame animation. This uses a lot of space for the different meshes, but it would avoid the need to rig the model in #Blender.
#PixelArt animation is an intriguing idea, but especially with unconstrained camera movement I think it's by far the most difficult option. Since you have to create the animation from different camera angles it does allow making shadow masks without extra work beyond drawing from a multitude of camera angles, though.
I like low poly the best. The voxel characters in CloudPunk are one of the least attractive aspects of the game. It appears #IonLands have gone to low-poly characters for #Nivalis. I think low-poly might be better for other models like vehicles as well, but I need to do some experiments to see how they look together. If characters need to be rigged in Blender anyway, it might make the most sense to have those be the only lowpoly models, while everything else is made in MagicaVoxel.

Ok, it turns out that in #Goxel you assign materials to layers, while in #MagicaVoxel they're assigned to the current palette entry.
In addition, in Goxel the color is always the diffuse color, while the emission color is set per material. So if you want a bunch of different colored lights on the same model, you'd have a separate layer per light color. In MagicaVoxel the material type is set to "emit", and the color of that entry in the palette is the emission color.
I think the MagicaVoxel approach is a lot closer to what I want. It doesn't have a Linux version, but it runs fine under WINE.
The existing .vox importer for #Godot doesn't support greedy mesh generation with materials, but I should be able to implement that pretty easily.

I should mention the graphics: it looks like nearly all of the assets were made in #MagicaVoxel or #Goxel or some other #Voxel editor. It feels a bit jarring at first, but overall I think the style works pretty well.
I kind of wish there were more to explore. The city *feels* huge, but most of the buildings are just "cardboard" models. There are just a couple of indoor spaces. It would be really cool to use this style in a collaboratively built virtual city where you could go anywhere you could see. Have a pre-made set of materials and building blocks and let people have at it, similar to #Minecraft or #Minetest or something. #Godot has a 3d tile map editor that would probably work pretty well for something like that.
