I like the Mini Six rules the most right now since it simplifies a lot of the system, but if I kind of like the Magic System presented in D6 Adventure with the complicated framework for building new spells.
I'll have to let it roll around in my head more.

* Cantrips (except direct damage ones)
* Magic items
* Elaborate rituals requiring a lot of materials, time, and other prerequisites.

Oh yeah. Most wildlife and some livestock have some kind of psychic power. Almost all people have a little psychic something-or-other.
The land and sea and sky of the Worlds are all inherently magical.
The Stars impart celestial magic and wisdom upon those who pray to them. Darker forces whisper temptation to those who seek power.
