Basically, if the democratic engagement is fairly degraded, small groups can behave in predatory ways. Back in the early aughts, there was a small wave of #creditunion demutualizations that was turned back by the "Center for Member Trust" group, and #WeOwnIt seems to be playing a similar role in the electric co-op sector recently.
