The issue is the risk impact is seperated from the risk event by months/years so the impact's magnitude is not obvious at first.

But it will be.

Everything is open, no mitigations are required for COVID. After 9 months of nothing preventing Airlines from getting new pilots they still don't have enough.

Is it time to think about how #COVID infections might be causing some of this damage?
