Historical fiction seems to need a degree of familiarity to really sell, Wolf Hall is great but its success is likely partially precisely because the ground is so well covered already.

But what are some really interesting figures who'd make for a great novel/miniseries without the benefit of familiar context?

I'd suggest Edgar Ætheling and the Roman Emperor John VI. Both absolutely crazy stories from relatively obscure figures.
