The Yermak-McFaul group, which is engaged in developing recommendations on sanctions against Russia and Belarus, suggested that European countries, when issuing visas to Russians, charge a fee for the restoration of Ukraine, reports The Bell online publication.

"Russians will have a choice – pay more and see Rome or save money and rest in Minsk," the new recommendations say.
