Walter, if you can articulate even a theoretical way ahead to "progress" #russian "culture"... a Nobel peace prize (or a few of them) is deservedly yours.

Anyway, after #WWII the #soviet edition of russian empire got off scot free having, after mid-1941, warred against #Stalin's former key allies the #nazis. However nazi-#Germany and imperial #Japan did indeed have their military-expansionist cultures "eradicated".

The key point here is that while the Japanese and German nations had civilizational standards to return to (likewise the post-1949 Chinese have a perfectly modernizable high culture to one day build upon; just see Taiwan for evidence), the russians / ruscists have zip, nada, nothing. Except predatory colonial expansionism.

The only way russia's historically rather well-informed neighbours can see forward — to minimize the ever-present threat posed by the "russian soul" — is partial or complete *dismantling* of the colonial empire the ruscists "built" over the centuries.

The idea is that the #muscovian state will no longer be rewarded with normalized exchanges (incl. business) until they've sufficiently down-sized and demilitarized - by themselves. That could take generations, but the alternative is suffering more of the old behaviour from the russian #slavic #supremacists with inherent inferiority complex.
