I don't understand why there's a Best International #Film category and a Best Picture category at the #Oscars that can theoretically be won by any nation, but is almost always won by the USA.

Do it like the Césars (among others) where the awards are essentially Best (French) Film. And Best Non-French Film.

The #AMPAS way makes it seem like the best #movie of the year is almost always American, which seems unlikely and self-congratulatory to me.
