This sort of outcome of the exodus from twitter was fairly widely predicted among the foresighted, but I didn't see anyone suggesting solutions. (That's not a criticism, BTW; I can't see one.)
Federated social networks simply can't provide the critical mass of followers to provide any degree of protection from an authoritarian government; centralised ones need funding only a corporation or government can supply.
