I don't have anything useful to say about fluent/proficient yet - I'm waiting till I can talk to my kids about it, but regarding the term Native Speaker, I do wonder about definitions.
I'm Scottish, my ex-wife is Polish, and my kids live with her in Czechia. The boys can speak Czech, Polish and English fluently, although they don't get enough practice in that last.
So, are they #NativeSpeakers of all 3 languages? I don't know.
