To 'reward security and resilience, built a ....cyber workforce, embrace security and resilience by design, strategically coordinate research and development investments..., and promote collaboration'

The #NCS lays out the following roles.

Government will protect its systems.
Ensure private entities protect their systems.
And engage in diplomacy, collecting intelligence, imposing economic costs, enforcing the law, and conducting disruptive actions to counter cyber threats.

The #NCS argues for two fundamental shifts
· Rebalance the responsibility to Defend Cyberspace
· Realign Incentives to favor Long-term Investment

The first point can be summed as 'A single person's momentary lapse in judgement, use of an outdated password, or errant click on a suspicious link should not have national security consequences' and 'Our collective cyber resilience cannot rely on the constant vigilance of our smallest organizations and individual citizens.'

Additionally, they list #China as 'the broadest, most active, and most persistent #threat to govt and private sector networks and is the only country with both the intent to reshape the international order and increaingly the economic, diplomatic, military, and technological power to do so.'
