In one plausible explanation, a crisis of legitimacy has unfolded through a series of destabilizing political and economic shocks in the G7 countries over the last fifteen years, forcing the policy elite to learn from their mistakes. The devastating aftermath of the 2008 global financial crisis, and the lack of any real recovery from it, provided the soil from which so-called populist challenges sprang forth from the right and the left over the ensuing decade, shaking the political establishment from its complacent stupor.
