I used to joke at the, let's say, 2-3 years in point of building GetCalFresh that I was in the "#NeverModel" camp of funding approach.

My honest perspective was that what we were doing was *so* illegible to the current systems, that it was only through traction that a model might emerge (it couldn't be planned for.)

In hindsight I think that was validated. The most accurate model description would be "lose money for 4 years, then receive a sizable contract from the state."
