There is very little across the nation:

"In California, only about 230,000 homes and other buildings have flood insurance policies, which are separate from insurance. That means only about 2% of properties are covered against flooding. The federal government is the insurer for the bulk of them – about 191,000 as of December."

And that program is broke.

Agent-based model estimates $10bn in positive societal benefit from risk-based premiums in National Flood Insurance Program (due to incentivizing risk reduction) by 2050. Benefit would be enhanced ($26bn) by pairing with large-scale adaptation measures, which would also help mitigate equity concerns.
