The situation's getting urgent. I'm fond of him but he's so noisy!

Can't seem to get the no-crow collar tight enough because I'm worried about choking him 😟

Does anyone know of a rural or semi-rural propeerty that might take him? I'm told orchadists like them for keeping the bugs down
