"The Gayest Feet in the Country wear NON-RATIONED Raffia-Arts" - ad for Kreeger's in the Times-Picayune, 28-December-1944. Rubber was regularly used in shoe heels and soles, which meant most shoes were rationed. Women's shoes often contained no rubber, so, more readily available.
Kreeger's was in the 801 block of Canal Street, just down from D. H. Holmes. The location is now a Walgreens.
