I read it differently; it’s the darkest ploy, not a call for “arms against a *foe”.
My take is far more simplistic: “please support my ^grift”.
* Anyone/Group who can targeted as focus of blame according to peoples fears/prejudices/hatred/ignorance…..
^ The monies you pay will go into my very deep pockets (offshore tax haven) & benefit no one other than me.
