Park your car on your own property.

If I can't pitch a tent or leave a potted plant in the street, why should some self-entitled asshole get to leave their car there?

If you don't have room on your property for a car, then you shouldn't be allowed to register the car. That's what they do in Japan.
You have to prove you have a place to park a car or they won't issue tags for it.
