She made it out of fake craft leather but obviously real leather or any number of other things (waxed canvas?) would work too. That geeks would find security vulnerabilities in digital internet-connected licence plates allowing them to track the vehicles' locations and change the displayed text does not surprise me.
What does surprise is that anybody would fit a digital licence plate to their car when a piece of acrylic/metal (depending on jurisdiction) does the job perfectly well and will sit there for decades not requiring a battery replacement.

In Ireland a notion is an idea, and describing someone as having "notions" means that they have an inflated sense of their own importance. (That's why I was checking the #notions hashtag).
But according to dictionary.com,
"notions" are also
> small articles, as buttons, thread, ribbon, and other personal items, especially such items displayed together for sale, as in a department store.
