@r I think there's some merit to the system - namely giving community members a venue for (ideally) healthy discussion and influence of their lived environment.
On the other hand, it definitely needs to be revisited since some communities (and individual community members) have more resources at their disposal.
Does that require reform or reboot? 🤷🏾‍♂️🥴
I'm wary of a new system without tons of intentional research and design done beforehand.
