To develop new nuclear weapons is to deliberately waste money or plan for the destruction of Earth (suicide).
Governments already have sufficient nuclear weapons to destroy all living things on Earth 10 times over. (Excepting maybe cockroaches.) Nuclear power has much better uses eg medical.
