@vortex_egg Arthur C. Clarke suggested something much like this in a sci-fi short story in the 1960s or 1970s. A search for extraterrestrial life found a set of systems in which there was a constant, uniform, random stream of radio communications. The interpretation was that these were in a state of conflict, and that in order to thwart traffic analysis, the worlds would transmit all the time, with messages determinable only to the recipient(s) with the decryption key(s). (The story predated PKI, so presumably symmetric encryption.)
