Finally got my #pi3 to turn on the keyboard numlock on boot (setled(1)), and, when that wasn't sufficient, got friggin X to _leave_ the numlock on! (numlockx(1)).

I still think the X setting should be somewhere in xorg.conf but that file has been split into like a hundred seperate files so wth! if a seperate binary is simpler, so be it.
