#openacccess makes sense universities take the lead in record keeping of scientific communication instead paying journals to do that for them.

That still leaves the cost of publishing and server hosting to be accounted for. The Open Journal of Astrophysics may still have #openacccess but the cost will have to be borne by someone or some organisation.
