Have a look at #OperationTuneup where many of us are trying to get people to turn that to at or below DHW temperatures to let their condensing boiler acually condense. Maybe try turning your flow (not DHW) down as far as you can. If you can get it down to 55C or below then you are in HP territory...

Turning down the flow temperature on your combi boiler to 60°C or below can knock ~£100 off your heating bill each year and reduce energy waste from your home
