To be clear, the solution is NOT to remove the no right-turn on red sign. That should stay, but there should be an LPI (Leading Pedestrian Interval) and cyclist green light before drivers can turn.

The intersection at Frobisher Ln and Riverside Dr has a crossride and pedestrian crossing. It's a no right-turn on red intersection, but it's missing something.
