All die neuen Plänen, neu gegründeten Instituten, weiteren Dashboards und Heilsuchungen in gerade gehypten Technologien kann man nur noch als Ersatzhandlungen bezeichnen, um sich vor dem Angehen der eigentlich wichtigen Probleme und der dann tatsächlichen Umsetzung zu drücken, einfach aus Vermeiden von Zeitaufwand/Kosten, Konfliktscheu vor bestehenden Macht- und Verteilungstrukturen, Entscheidungsschwäche aus Angst vor Fehlern, fehlende Ausdauer auch erstmal in Infrastukturen zu investieren, die man nicht sofort als glorreiche Erfolge verkaufen kann.
