Steam from the Palo Verde nuclear power plant west of Phoenix, AZ south of I-10. Who thought building a water-cooled reactor in the desert was a good idea?

I took this pic about 4 years ago. I’d read it uses reclaimed water from upstream. It popped up in my Facebook memories feed.
