This is part of the pedestrian walking track between Lady Polson Lane and Sasaram Lane in Cashmere, Ōtautahi-Christchurch, NZ. It's one of quite a few pedestrian-only tracks that crisscross the Cashmere hills.

I'd be interested to hear from anyone that knows who and how the steps got their numbers.
