I'm guessing that if there are any #winners here, they won't be #Maduro or even #Biden -- you could say #Chevron scored a minor victory, but mainly the winners here are Chevron's well-paid #lobbyists.
Just like in nearly every #petrostate, the citizenry are the ultimate losers here. At least until foreign policy changes to benefit #people over #corporations.

Not quite thought this through, but for #COP28 can we lobby the #UNFCCC for #petrostate #climateaction-blocking countries like #Russia, Saudia Arabia only to be represented by their experts & civil society, a bit like when Russia was banned from Olympic Games but clean individuals could still compete under a neutral banner?
