This is a really interesting study, and the results will be contended. This should be part of the price of oil, and then it will no longer, no even with solar energy taxation, the competitive alternative.

Impermeable Surfaces and Flooding
“We spend billions of dollars to pave over paradise,
then we realise we have flooding problems. So we spend billions more to build concrete channels to get the water away from us. Then we realise we have a water supply problem, so we spend billions more to pump water in from elsewhere ... It’s insane and not sustainable.”
"Storms and floods do little for the sprawling, paved-over city, as almost every drop runs out to sea. Private property owners are now charged 2.5 cents per square foot of #Impermeable surface area on their land." Stormwater-capturing gardens could also help.

@wackomedia ...and more stores could fill in between sooner, transit could run more frequently. All of this is being blocked by #trafficEngineering "standards", which preserves space for oversized vehicles by design (and contrary to what they would have you believe, this is at the discretion of the Engineer, as the manual says.) The politics of cheap/free parking and gas subsidies is inter-generational theft, cars need to pay their way, #polluterPays.

Top 10 green house gas (ghg) emitters contribute over two-thirds of global emissions, so that makes clear which countries should take climate action if you look at it from a #PolluterPays principle. #Percapita, though, calls for a very different distribution of responsibility to cut emissions. And if you consider historical contribution of ghg, the picture turns again. https://www.wri.org/insights/interactive-chart-shows-changes-worlds-top-10-emitters
The German federal parliament plans a special levy for single-use plastic products to help cities and communities clean streets and parks. With the law, the manufacturers of products like cups, packaging or cigarettes will have to pay into a state fund to contribute to the disposal costs. Representatives of cities and communities say this needs to be expanded to include materials like cardboard or aluminum.

Many years ago a company I worked for was considering incentive payments to staff who stop smoking. I was disappointed, since I never smoked in the first place and felt left out.
Providing grants to economies for phasing out coal plants has a similar effect. It violates the #PolluterPays principle and incentivises increasing emissions in the short term.
People, especially those in high-income countries, want companies to both
–pay for their #pollution and
– communicate on how products are made
Because right now, those "externalised" costs are borne by the people.

"This first-in-the-nation legislation uses the #PolluterPays model: those who produce pollution should pay to clean it up, and applies it to #GreenhouseGas #emissions.
If enacted, the Climate Change Superfund Act would require oil and gas producers in NY to pay $30 billion over the next decade. But ultimately, the bill aims to bring in a total of $75 billion over a 25-year period."

Love to see it. Great precedent to set for all #polluting industries. “#Spain has ruled that #tobacco companies will have to pay to clean up #cigarette butts.” https://www.euronews.com/green/amp/2023/01/04/tobacco-companies-must-pay-for-clean-up-of-discarded-cigarettes-in-spain #polluterpays #polluterpaysprinciple

A new #map from EDF showing 120,000 orphan wells across the U.S. These wells are eligible for infrastructure funding to get plugged.
Ideally I'd have preferred that this be funded via #polluterpays mechanisms. It's too easy for some of these drillers to put off or evade their obligations...
But it is good news that #climatejobs will be created to do this work, and that these risky wells will be closed.

I totally agree.
