This reeks of incompetence on the part of the council. Not agreeing a division of costs for the upgrade before entering into an agreement on its delivery seems like a reckless use of council funds.

And this agreement sounds very similar to that entered into with the developers of the hotel at Portobello for the upgrade of the plaza there. I hope we're not faced with the same scenario there in a year or two.
