What do you people think about technical skills?

In a Gartner earlier this year, only 12% of Product Managers thought engineering skills (coding, testing, scripting) were important, and only 29% thought technical design skills (solution architecture, technical architecture, system design) were important!

Are PMs finally delegating the "how" to their engineering teams, and refocusing on the "what" and the "why"?
