I have used #Gimp #Inkscape and other image editors over the years, but the one I still use to this day is PSP7 - Paint Shop Pro 7 Anniversary Edition, first released on 22 August 2001. Yes, this software will be 22 years old this year and it still works perfectly in all flavours of #windows and in all distros of #linux via #Wine.
OK, it may not process raw images, but as for anything else you can do to photos, PSP7 can handle it. There is also a GIF animator built in.
