MGT 101: Philly’s water dept is in hot water with customers because, for the first time, it is sending out accurate bills. Thanks to new technology, the dept can now measure precisely how much water each household uses. In the past, it more or less guessed with some of its customers. I kept walking, and found what remained of earlier improvement projects on this side of the hill. Path restructuring, apparently ongoing but deserted, and this abandoned installation.
There was something terribly bleak about it all.
