MGT 101: Philly’s water dept is in hot water with customers because, for the first time, it is sending out accurate bills. Thanks to new technology, the dept can now measure precisely how much water each household uses. In the past, it more or less guessed with some of its customers. Fixing roads, picking up garbage, minding the city’s water system, you see all sorts of problems. In the late 19th century, graft was the greatest enemy of #publicworks. (Google “Tweed Courthouse” for a taste.) Today it’s permitting that prevents millions from having benefits that are opposed by a few. Case in point: NYC gives up on La Guardia Airport being served by rail transit. Why?
