People have lots of reasons to hide their identities online, both good and bad, but a #RealNamesPolicy affects different people differently:
For marginalized and at-risk people, there are plenty of reasons to want to have more than one online identity - say, because you are a #MeToo whistleblower hoping that #HarveyWeinstein won't sic his ex-Mossad mercenaries on you:

A common refrain from #Facebook apologists and anti-anonymity activists is that its #RealNamesPolicy promoted "civility" by making users "accountable" for their words. In this conception, snuffing out anonymous speech is key to protecting "the vulnerable" from trolls and other bad actors.

I don't think a #RealNamesPolicy is the answer to solving 'bad behavior' on #Mastodon.
If I pay you to be on your instance, you have some of my money. That money you can keep if I lose my mind one day, go crazy and decide that #Thanos is my role model for life.
Then you can ban me and keep the money as "insurance money" for your trouble.

I think your point is that trying to require personal details from an instance's users is not gonna work in relation in trying to prevent them from behaving badly.
Though nothing stops 1 instance from inviting people with real names and they're free to federate with everyone else as long as their users are not mean/ill intended.
