Research by Otago University in 2012 costed making a Regulation at $530K. It's probably more expensive now.

This request is procedurally confusing, and I've had a few questions from the public on it. As I understand it, we don't in our current zoning have something that allows classic #missingmiddle residential #housing, so it is necessary to do this complicated jumble of rezonings and proffers and Special Use Permits to manufacture something like that every time. Few do this because of the cost, risk, delay, and complexity. #redtape
