The people who are actively targeted by oppressive policies are much more likely to live in unhealthy, unsafe communities.
Why do societies actively target defined groups of people for poor living conditions?
The answer begins with greed, and then it's just strategy and tactics. Greedy people covet exclusive privileges in life, and by whittling down the number of people who are candidates for exclusive privileges, exclusivity for the most greedy becomes more attainable.
In the US, due to the diverse migration to the country since (and prior to) it's inception, ancestral origins have proved a convenient basis for the divisions that allow for disenfranchisement of large groups of people.
This same basic strategy is used globally, but other defining characteristics, such as religion or culture, may be more convenient for the most greedy people in other parts of the world.
Greed is the root of evil. Greed is a human trait that will always be with us.
