Dynamic #spectrum sharing doesn't open up new spectrum for #satellites but it does impact allocations for satellites (as existing users) because all sorts of other services now are looking at satellite bands as potential shared resources.

Satellite services are looking for a lot of new spectrum too, so when dynamic spectrum allocation focuses only on terrestrial allocations in #regulatory work, it misses significant demand.

The #control functions in a dynamical system such as a living organism are distributed on three levels:
1️⃣ The automated and predominantly unconscious #regulatory functions are responsible for any immediate response and maintaining the system’s homeostasis in the face of external disturbances.
2️⃣ The working parameters for these “regulators” are changed based on actions planned, directed, and modulated by the conscious #control functions seeking to optimize the use of the regulators and fulfill “high-level” goals, aspirations, and other needs that originate on
3️⃣ The “highest”#governance control level which maintains long-term drives that the system may be either aware (conscious) of (voluntary), or deeply ingrained in some unconscious habits, or innate.

It is evident from this short presentation that #consciousness resides primarily on the middle control level that has the ability to make predictions of future events and compare such expectations with the perception of reality as provided by the regulators. All in order to extract the difference between the two, or the #information that will be subsequently integrated into the #knowledge structure of the system to improve control.

Long, exhausting, inspiring and immensely productive week at #IMS2023

There is so much going on at #microwave, from #satellite to #ai to #regulatory.

The #hamradio social I organized on Tuesday evening was a huge success. The demonstration stations, live contacts up the coast on 10 GHz, giveaways, poster session, and #ARRL handouts & swag were all very well received.

The conference co-chairs dropped by, ended up staying the whole time, and had a blast.

So this begs the question: If the #FDIC creates temporary #publicbanks, why not make them permanent? California has been laying the groundwork that may allow us to do just that. In 2021, Assembly Bill 1177 was signed into law by Gov. Gavin Newsom to create a commission to study a statewide public banking option. And in 2019, Assembly Bill 857 amended the California Financial Code to authorize the formation of public banks; and created a #regulatory #framework for the operation of public banks.
