OK, so nothing to lose, I went digging.
I found the tail end of the heating wire, opened up the moulded rubber looking for a thermal fuse or something. Nothing, just the core and screen crimped together.

I then broke into the plug end of the blanket, found the hidden screws, and found the wires buried in a plastic and rubber socket.
I cut into it and found the other end of the heating wire. The wire is sound and continuous, yay!

But buried in the rubber is a glass fuse that had blown. Being buried in rubber it also shattered as I tried to get it out.

Having a cup of tea before I carefully vacuum the bed of glass splinters!

I think this repair stops here. If it was low voltage, I'd do a repair with a replacement fuse, external fuse holder, and connector. But it is mains 240 Volts!
Not going to risk that if I need to lie on it!
Stupid non servicable product. They could have designed it with the fuse in the control unit behind tamperproof screws.
