#CA and CA municipalities have been playing around with ideas of #Restitution and #RestoritiveJustice, but having a bank would give them more tools.

This is the whole reason behind community banking. Want to help black folks in CA or the homeless? Depending on the math, you could give them micro or macro loans and have a controlled risk/loss equation to support those #SocialCauses.

But yeah, a #Bailout at full value is out of the question.
