This paper makes an attempt to improve guidelines that editors could consider when faced with the dilemma of whether to issue an expression of concern (EoC), or not:

At present, the lack of clear leads to the authors citing articles whose integrity is under inquiry, calling into question their own work; there are no clear links between EoC n the outgoing document; the announcement of the EoC can hang unchanged for years, etc.
