I think Secret Invasion’s writers mean “Heads of Government” here and not “Heads of State.” Otherwise it’s really weird if the UK Prime Minister is attending a European crisis summit with an assortment of largely ceremonial Presidents, Kings, Queens, and Grand Dukes.
