The core problem is that said resources are monetized.
Only IPv4 adresses are limited tho and the fact that the DoD has several /8's - one is already enough to give every enlited member, vehicle and weapon system a static public IPv4 - it's just extremely wasteful.
In fact, a huge warm asset of Apple is the fact that it owns a /8
