Toots (Ople) was the ideal Cabinet Secretary. She had the right credentials and a proven track record, and heading the DMV was just a continuation of her life of service to fellow Filipinos. She didn’t implement projects to pump up her own ego, and wasn’t one to impress others with her brilliance with a selfish plan to run for higher office.
