As reported by a #SavOS user, recent libheif 1.16.2 backports did not allow viewing HEIC files in external graphics programs. This has been fixed (see https://bugs.launchpad.net/savos/+bug/2033474) but note: latest libheif1 will now remove all libheif-plugin-* packages, which is correct and expected.
