I really hope they're trying something like fixed wing drone flights over big urban areas? I reckon you can accurately count gulls from 5cm gsd.

Anyway - the estimate is that of the total population in England, 61 - 71% of herring gulls and 66% - 80% of Lesser black-back gulls are urban nesters.
