It is easy to create paywalled registries, the only difficulties are to decide what would consumers pay for (flat rate? number of used pkgs/month? num of downloads?...), and what happens with transitive dependencies.
Licensing is a minor detail.
But that would kill the golden goose of free and ultra-cheap labour.
